Isn't it like Anthers Ladder where you sign up and search for games and people get ranked into tiers like bronze and gold?

The ladder is going to be an Elo based ladder where you register and queue for matches. You then get matched with people to play against and record the win which gives you Elo.

There wasn't a tier system but if that's what people want that can possibly be looked at.
