It's good to see an attempt at a unified ruleset. Hopefully this will help to avoid future disruptions when attending tournaments outside your regulars.
I raised an issue about the stock count which was discussed a bit here: https://www.reddit.com/r/smashbros/comments/4uo7ci/australia_and_new_zealand_now_have_a_unified/
The stock count is probably the most non-unified part of the AU smash scene right now (if not the only relevant, non-unified part. As far as I know the stage lists have by and large been the same fora few months EDIT: as Urisk informed me, TOs in the ASS have likely been using this ruleset for quite a while before this official announcement), and we are still no closer to a resolution.
Other things which stand out is the ambiguity of the colour rules (people can be stubborn, people will probably argue for their favourite colour). Also some issues about waft/limit and which teams we can use them on. IMO this is a silly rule (seriously if you can't keep track of your team mate you've got bigger issues... but I guess legit colour blindness is a thing). If we're going to have it, might as well be a bit more specific about it.
Also the ASS probably already knows this but there is no ruling about what happens when a pause does happen.

How would you suggest the colour rule be written? IMO our TOs and players are smart enough to just leave it up to TO's discretion, addressing every single possible issue (mostly Sonic and Cloud, please elaborate on Wario though as I haven't heard that one before) just makes the ruleset longer for situations that don't even arise that frequently and can be resolved without having the solutions explicitly spelled out.

When we discussed the colour rule, we decided to only make it enforcible in the case of a character colour versus team colour conflict. We couldn't think of other situations which were unambiguous enough to be enforcible for the purposes of writing it in the ruleset. However, we did want to make it clear that conforming to colour requests was strongly recommended.

Well maybe just me being overly critical, then. Wario is pretty fringe (yellow team in 8 player lobby), likely irrelevant.
If the lack of specifics is to allow an expectation of common sense, I'm sure it should do fine. I've just known some stubborn players (or players who think pointing out flaws by exploiting them is acceptable) bend rulesets to their own advantage which is why I brought up this colour ruling specifically.

Good ruleset. I'll be using this at my tournaments. (well i kinda have to dont i)
About the 2/3 stock thing, imo it will never be decided on as a universal thing. There's always preferences and time constraints. And who really cares much, anyway? Things have been going on fine WITH the differing stock counts.

You don't, but it's what we think is best for the country so I'm glad you like it enough to want to use it.
