If you're going to play with 3 minutes at least play 2 stock.

I think if they can't get more time to run the event, then we need more setups.
They've run double elimination and best of 3 before, but it took longer for less people. I can't remember exactly how long it took, though.
There were a lot of good players there, it's rough to see so many get knocked out from time.

I'd push to try and get your community to bring out more setups. Not sure how you're running your events but maybe offer a discount for bringing one and make sure they have all dlc if possible.
3 hours is really tight I'd push to try and find a way you can get at least an additional hour.
I believe the Queensland Friday night smash weekly runs from 6:30 to 11 but they usually try to be done by 10 or 10:30. I don't think they have as many as 37 players but they run the normal ruleset fine with a decent amount of players
Also I'd definitely run two stock instead of three if the timer has to be that short.
Finally make sure you get all the matches that need to be done, done. I'm sure you're already doing your best here though managing and doing those TO things.

Run incentives for bringing setups. If there's an entry fee, consider taking $5 off if someone brings theirs. FNS runs similar numbers, and it can be a challenge to run smoothly without a proper amount of setups. honestly, 3 setups is barely enough, you should aim to have AT LEAST 5 for that many people, but you would still want more.

The fns tournaments also seem to have plenty of setups

I'm actually quite excited to see a NT tourney scene popping up!

Bit of a late reply but I was the dude who posted the long essays on their facebook NT esports page. Basically criticizing their decision to go 4 players free for all timed matches (I know scrub ruling for a page wanting to grow an esports scene in the NT ). To put it short I argued the main points with relation to real athletic sports and the TO supplemented with the 2 stock 3 minutes rule. Which obviously he did somewhat implemented some of my points but not the main point. I had two of my bros attending the event and they are not by any means competitive players nor do they know normal Smash rules in general. But they were unhappy and shaking their heads the entire time during the event. And yeah having 1 game in the set basically gave no opportunities for adaption and comebacks. But yeah it's a learning step. I do know that the organizer of the event has very little knowledge of esports especially Smash. I do agree that he needs more set ups, volunteers to help run the event and paid entry so that people actually rock up. And yeah better commentators too. Coz it was terrible lol.
