Yoshi could be there, but I never see any. Great frames and mobility, though. Not much between 4 to 25. Heaps of great characters.
2-6 for me is ZSS, Rosa, Pika, Sonic, Fox, not necessarily in that order, as I think the characters are very very close. Yoshi isn't top 10.
Rosalina is 2'nd in my mind, no questions. My 10 is Sheik, Rosa, Luigi, Zss, Pikachu, Ness, Fox, Mario, Sonic, Villager.
