Jezmo, f Falcon has similar results to pre nerf Luigi, then he definitely is a top 15 character if Luigi was considered 3rd.
Also, Luigi was widely considered top 3 or 5 before his nerfs. Outside of you, no-one has considered Falcon top 5. Why WOULD you nerf him?
Concon proves on a weekly basis that a good Luigi can still go even with top Sheik's (even before her nerfs) He loses like, 3 MU's, man.

Falcon is in the top 4 characters for placings in top 16, top 8 and 1st in tourneys. Similar saw other chars as high as 3rd on tier lists.
I'm surprised people still think Falcon is top 15. I'm guessing they just get bodied by a Falcon in their state.
